Pueblo, Colorado – Linxon and Cloudbreak Energy (through CBEP Solar, LLC) have achieved a major milestone on the Pueblo Battery Resource, successfully progressing the project through Final Investment Decision (FID) and into execution.
The Pueblo Battery Resource is being developed in support of Black Hills Energy’s Clean Energy Plan and the utility’s commitment to add 50MW/200MWh of battery storage capacity to its generation portfolio. The first-ever large scale battery storage project for the company will provide increased flexibility and reliability for the electric grid while helping integrate renewable resources and supporting the company’s long-term energy transition goals.
“The Pueblo Battery Resource is an important part of our Clean Energy Plan and our commitment to building a more reliable and resilient energy future for the customers and communities we serve,” said Campbell Hawkins, Black Hills Energy’s vice president of Colorado Utilities. “This project adds 50 megawatts of battery storage to our energy portfolio, helping us integrate renewable resources while maintaining the safe, reliable service our customers depend on every day. We’re proud of the collaboration that brought this project to this milestone and look forward to seeing it move into construction.”
Over the past several years, Black Hills Energy, Linxon, and Cloudbreak Energy have worked closely together to develop, optimize, and prepare the project for successful execution. Through changing market conditions, evolving regulatory frameworks, supply chain challenges, and shifting project requirements, the teams collaborated to refine the technical and commercial approach, ultimately establishing a strong foundation for investment and delivery.
Today, following FID, the project moves from development to execution, with Linxon delivering the Balance of Plant infrastructure supporting the deployment of 50 Tesla Megapacks and associated electrical and civil works.

“The achievement of FID is an important milestone, but what makes this project particularly meaningful is the journey that brought us here,” said Nicolas Sanloup, Managing Director of Linxon Americas. “For several years, our teams worked side by side with Cloudbreak Energy and Black Hills Energy to navigate regulatory changes, optimize the project configuration, manage market uncertainties, and create a bankable and executable solution. We are now entering the execution phase with confidence, having invested the time and expertise required to prepare this project for successful delivery. This reflects Linxon’s commitment to being more than an EPC contractor; we are a partner that helps turn energy infrastructure opportunities into reality.”
“Developing utility-scale energy storage projects requires resilient partnerships and long-term commitment,” said James Cleland, Chief Executive Officer of Cloudbreak Energy. “Linxon and Black Hills Energy have been engaged throughout the project’s evolution, helping us address changing regulations, market dynamics, and technical requirements while maintaining focus on the project’s objectives. Their collaborative approach and willingness to adapt alongside us were instrumental in reaching FID, and we are excited to continue that partnership as the Pueblo Battery Resource moves into construction.
The Pueblo Battery Resource reinforces Linxon’s growing presence in the utility-scale energy storage market and highlights the company’s ability to support customers throughout the full project lifecycle, from early development and project optimization through EPC execution and commissioning. As utilities and developers accelerate investments in battery storage, renewable generation, and grid modernization, Linxon continues to provide the technical expertise, execution discipline, and commercial flexibility needed to bring complex projects from concept to operation.
